and they so righteously play the role of the cosmic council because the scales are calibrated by heart. the spirit of libra activates to serve justice, but they are also present to ensure that the law is neither committing acts of injustice – and this is rather more difficult, and this is why we need the humane qualities that libra so naturally expresses, or else we forget why the laws were written in the first place. it was so we could co-exist in peace with the moral agreement of how to treat one another, but libra cannot maintain this all alone 
and for libra, sometimes they are fighting a battle against cruelty that is already lost
